This film recreates the actual emergency operation plan used during a major tornado that hit Lubbock, Texas. The film shows a major storm developing over Lubbock and the emergency operation personnel sending out law enforcement units to report on the storm. The local radio station reports weather information to the town. The operation team at City Hall notifies the necessary persons about the storm. A tornado is spotted and the radio tells citizens to take cover. Footage of a large tornado touching down is shown, as well as footage of the major visible destruction after the storm. The movie shows overhead shots of flattened homes and destroyed buildings, and then shows the clean-up efforts after the tornado.
